Experts from Tsinghua University, Institute of Computing Science of the Chinese Academy of Sciences, Beijing Normal University, China Taier Laboratory, China Equipment Supervision Association and other relevant officials of the 21st Century Agenda Management Center participated in the demonstration. Song Shuying, vice president of China Metrology Institute, attended the demonstration meeting as the leader of the project, and put forward requirements for project management.

The project leader and researcher Cui Xiaohai from the China Metrology Institute's Information and Communication Institute introduced the overall situation and implementation plan of the project. The responsible persons of each project reported the implementation plan of the project.
The consulting expert group listened carefully to the report, focusing on the multi-base (standard) quasi-devices developed by the project, the research and development of key instruments and equipment, and the market application of the project. After discussion, the participating experts agreed that the project implementation plan has clear objectives, the technical route is feasible, innovative, and the safeguard measures are strong, and they agree to pass the argument.
The person in charge of the Science and Technology Management Department and the Finance Department of China Metrology Institute, the financial experts involved in the project demonstration, respectively conducted the implementation management and finance of the various tasks in the project implementation.
According to reports, high-speed, large-bandwidth information transmission technology is the key to the "central nerve" of the "Internet +" era information network. Data transmission technologies such as 5G communication, millimeter wave and terahertz communication, and optical communication are all moving toward higher transmission rates and higher carrier frequencies. Taking optical communication as an example, the transmission rate will reach 400 to 1000 times the peak rate of 4G communication. However, these technologies still have bottlenecks such as power, noise and other key parameter values ​​that cannot be traced, antenna and microwave chip performance evaluation is difficult to guarantee, and broadband rate measurement consistency is poor. To this end, China Metrology Institute led the China Information and Communication Research Institute, Tsinghua University, Beijing Institute of Technology, Beijing University of Posts and Telecommunications and other 14 units, jointly carried out "large bandwidth information transmission measurement standards and key technology research."
The project aims to solve the scientific and technical problems of millimeter-wave terahertz communication, high-speed interconnection, digital modulation, 5G communication, high-speed optical communication, dynamic display, ultra-high-definition video, high-bandwidth rate, cloud computing energy efficiency, etc., and develop a batch of modern information and Core devices in the field of electronic metrology; research on a series of measurement and traceability methods for large-bandwidth information transmission performance parameters; establish a number of measurement benchmark standards to improve the measurement and testing capabilities of China's information electronics industry.
