Automobile scrap need urgent supervision

The “Standards for Mandatory End-of-Motor Vehicle Discharge Standards” jointly issued by the four ministries and commissions of the State Council require that forcibly scrapped vehicles should be sold to scrapped motor vehicles for recycling and dismantling. The registration, dismantling and destruction of scrapped motor vehicles for recycling and dismantling enterprises should be handled as required. , And the registration of the end-of-life motor vehicle registration certificate, number plate, and driving license will be cancelled by the traffic control department of the public security organ.

Scrap car on the road three channels

According to investigations, if a vehicle that should have been scrapped has not been dismantled but flowed into the “black market”, it mainly passes through the following three channels:

A trip to "fake". A year or so before the vehicle was scrapped, the owner went to the local vehicle management office to apply for the transfer of the vehicle, for example, from City A to City B. However, after the transfer formalities were completed, the owner did not take the formalities to City B. Instead, it sells the car to the third place and continues to drive it, or sells it at a high price to a private workshop.

Second, "false transfer." The reporter visited some of the used-car market and found that a number of middlemen had to help the owners handle the “passing off” procedures in order to collect fees, such as passing the widow's ID card or fake ID cards to transfer the vehicles first, and then selling them to other places. These criminals even wiped out the vehicle's identification code, the vehicle rack number, in the process of handling “false transfer” and “false transfer”. As a result, the local traffic police could not find the original owner even if there was a traffic accident in this vehicle.

Sanhe "false scrapped." In view of the varying degrees of management of vehicle management offices in different regions, since the introduction of regulations on allowing vehicles to be scrapped in different places in 2008, some lawbreakers have chosen some vehicle management departments that “have a road” and “relationships” to carry out “false scrapping” in other places.
