After half of the 5 million scrap cars were refitted

After half of the 5 million scrap cars were refitted China's new "Regulations on Mandatory End-of-Motion Standards for Motor Vehicles" has been implemented since May 1. The relevant authorities emphasized that scrapped motor vehicles must be forced to dismantle. However, statistics from the China Material Recycling Association show that since 2006, about 800,000 scrapped cars have not been taken into the formal channels every year, and about 5 million scrapped cars have disappeared. Half of them have been changed into black cars. Continue on the national road and become a dangerous new killer.

Frequent crashes of scrapped vehicles

In April this year, a man suddenly broke down while driving a scrapped vehicle in Harbin. He crashed a cyclist and the cyclist died on the spot;

In March of this year, in Guangxi, an abandoned vehicle was “intimidated” on the road, causing a series of accidents involving five vehicles colliding;

In December 2012, a man tried to buy a scrapped car for transportation in Yangzhou, Jiangsu Province. Due to a lack of safety braking measures, the truck quickly glided backwards after stopping and killed the five-year-old boy who was playing on the roadside... ...

Statistics from the China Materials Recycling Association show that since 2006, about 800,000 scrapped cars have not entered the formal channels every year, and about 5 million vehicles have disappeared.

“Half of these scrapped vehicles that have gone missing have been illegally dismantled underground, sold as scrap iron, and half of them have been 'changing their face' in the form of black cars that continue to drive on national roads.” Chairman, China Material Recycling Association Liu Jianmin said.

In June 2010, a scrapped car in Wuxi hit the road and caused serious injuries. After investigation, it was discovered that this scrapped car had already been resold for 4 times; in November 2011, a car owner bought a scrapped truck and converted it into an overweight tanker, and later in a Sichuan place. Sudden loss of control due to sudden braking, resulting in 5 dead and 25 injured in a fatal accident...

Experts pointed out that after years of rapid growth in China's automobile market, it will usher in the first round of car scrapping period. Therefore, how to standardize the retirement of old cars and curb their re-entry into the highway is a major issue related to traffic safety.

Automobile scrap need urgent supervision

The “Standards for Mandatory End-of-Motor Vehicle Discharge Standards” jointly issued by the four ministries and commissions of the State Council require that forcibly scrapped vehicles should be sold to scrapped motor vehicles for recycling and dismantling. The registration, dismantling and destruction of scrapped motor vehicles for recycling and dismantling enterprises should be handled as required. , And the registration of the end-of-life motor vehicle registration certificate, number plate, and driving license will be cancelled by the traffic control department of the public security organ.

The reporter’s investigation found that the loss of end-of-life vehicles involved two links: In the upper reaches, the vehicle management department passively “compulsoryly write-offs” and cannot control the scrapped vehicles from the source to the black market; in the middle and lower reaches, the regulatory agencies lack effective law enforcement measures. From time to time, joint inspections did not form a long-term mechanism to crack down on the black car market, resulting in the assembly of used cars or refurbished parts to return to the automotive market.

Scrap car on the road three channels

According to investigations, if a vehicle that should have been scrapped has not been dismantled but flowed into the “black market”, it mainly passes through the following three channels:

A trip to "fake". A year or so before the vehicle was scrapped, the owner went to the local vehicle management office to apply for the transfer of the vehicle, for example, from City A to City B. However, after the transfer formalities were completed, the owner did not take the formalities to City B. Instead, it sells the car to the third place and continues to drive it, or sells it at a high price to a private workshop.

Second, "false transfer." The reporter visited some of the used-car market and found that a number of middlemen had to help the owners handle the “passing off” procedures in order to collect fees, such as passing the widow's ID card or fake ID cards to transfer the vehicles first, and then selling them to other places. These criminals even wiped out the vehicle's identification code, the vehicle rack number, in the process of handling “false transfer” and “false transfer”. As a result, the local traffic police could not find the original owner even if there was a traffic accident in this vehicle.

Sanhe "false scrapped." In view of the varying degrees of management of vehicle management offices in different regions, since the introduction of regulations on allowing vehicles to be scrapped in different places in 2008, some lawbreakers have chosen some vehicle management departments that “have a road” and “relationships” to carry out “false scrapping” in other places. According to the person in charge of the Tianjin Guolian End-of-Life Vehicle Recycling Company, a counties in Hebei Province not far from Tianjin are the “false scrapped” vehicles concentrated in different places.
