3. Strengthen the supervision of industrial pollution sources. Strengthen the supervision and inspection of the total discharge control of pollutants and the implementation of emission approval systems for industrial enterprises; strengthen the management of pollutant discharge charges and pollutant discharge declarations, speed up the construction of pollution source automation monitoring and control, and realize all-weather pollution of key pollution sources. Full-time supervision; promote the introduction of industrial pollution prevention and control policies and measures such as export, investment, credit, fiscal and taxation, and prices;
4. Strengthen the environmental monitoring of urban centralized pollution control facilities. Further clarify the basic conditions of centralized pollution control facilities in towns such as sewage treatment plants, landfills, and waste incinerators, and focus on promoting stable discharge, sludge and garbage in urban sewage treatment plants. Landfill leachate safe disposal;
5. Strengthen rural, agricultural, and ecological environmental supervision work Ensure that certain law enforcement efforts and capabilities are placed on the protection of rural drinking water sources, the prevention and control of large-scale pollution of livestock and poultry, and the prevention of the transfer of industrial and urban pollution to rural areas;
6. Strengthen the post-inspection work on environmental protection In the near future, post-environmental supervision will be conducted for supervising enterprises, regional restricted areas, and major environmental events and serious illegal areas. In the long term, the local government and related departments shall be included in the post-inspection target;
7. Strengthen the environmental emergency disposal work Continue to conduct in-depth investigations of environmental safety hazards; formulate and improve emergency plans for sudden environmental incidents by governments, departments and agencies at the national, provincial, city and county levels as soon as possible; complete unified leadership, hierarchical management, comprehensive functions, and reflections.
