In recent years, several Chinese provinces have launched ambitious plans to develop their coal chemical industries, aiming to leverage local coal resources for economic growth. According to the "Accelerate the Development of a 3-Year Coal Chemical Industry with Shanxi Advantage," Shanxi is set to invest 9.24 billion yuan over the next three years. By 2007, the province expects coal chemical sales revenue to reach 50 billion yuan, with an additional 35 billion yuan in new sales. Similarly, Inner Mongolia has proposed focusing on high-value coal chemical products, targeting 10 million tons each of coal-to-oil, methanol, chlor-alkali chemicals, and coking coal. Meanwhile, Ningxia plans to implement large-scale projects to drive the development of its coal chemical industry, with a 30 billion yuan investment in the Ningdong energy and heavy chemical base. Henan Province also aims to establish coal chemistry as a key industry, prioritizing projects like methanol-olefins and coal-to-ammonia. Shaanxi is working on building a coal chemical base centered around methanol, aiming to produce 150 million tons of raw coal, 3 million tons of coal-based oil, and 3 million tons of coal-made methanol. Guizhou plans to invest 52.28 billion yuan in five major coal chemical bases, including synthetic ammonia, dimethyl ether, and coal coke chemicals. Other provinces such as Yunnan, Anhui, Shandong, and Xinjiang are also initiating or planning large coal chemical projects. Industry insiders note that almost every coal-producing region is now involved in coal chemical development. However, some experts have raised concerns about the sustainability of this rapid expansion. From a resource perspective, China's methanol production capacity is expected to exceed 50 million tons soon, requiring 100 million tons of coal. But according to the national coal industry's "Eleventh Five-Year Plan," only 100 million tons of coal will be allocated for all chemical industries by 2010. This raises questions about whether there is enough coal to support the growing demand from the coal chemical sector. In Shanxi, for example, shallow coal reserves are depleting, and coal quality is declining, with high-quality low-ash and low-sulfur coal expected to be nearly exhausted within 10–15 years. From a pricing standpoint, the current coal chemical industry benefits from high crude oil prices and relatively low coal prices. However, oil prices remain volatile, and it's uncertain whether they will stay high in the coming years. Domestic coal prices have already surged significantly, rising from 20–30 yuan per ton to over 240 yuan, leading to concerns about coal shortages. With many planned coal chemical projects taking 3–5 years to complete, future price fluctuations could pose serious risks. Market capacity is another concern. If raw material supply and costs remain stable, more coal chemical projects will likely be built, leading to overcapacity and competition. Most projects are focused on similar products like coal-to-oil and coal-to-methanol, resulting in low-level duplication and lack of differentiation. Once these projects come online, they may cause oversupply, price drops, and financial losses for companies—repeating past patterns of overconstruction. Experts warn that the domestic coal chemical industry faces a difficult dilemma: either insufficient resources and rising costs, or market saturation and overproduction. Du Minghua, dean of the Beijing Coal Chemical Research Branch at the China Coal Research Institute, also highlighted another issue: some companies are exploiting coal resources under the guise of "coal-to-oil" projects, driven more by speculation than real industrial needs. This trend poses a serious warning for the long-term sustainability of the sector.
