The Outline of the National Marine Development Plan released by the State Oceanic Administration on the 21st pointed out that during the “Eleventh Five-Year Plan†period, a comprehensive and systematic geological survey of the marine area and a strategic survey of oil and gas resources in key sea areas will be conducted, striving to submit 1-2 large and medium-sized oil and gas fields. This work was incorporated into the outline of the marine geological protection project. This project also includes the establishment of a basic geological survey database for the ocean, an overall 1:100 million marine geological survey, a 1:25 million survey for key sea areas, and the preparation of digital geological maps.
The Outline points out that during the “11th Five-Year Plan†period, China will strengthen the investigation, evaluation and exploration of marine oil and gas and mineral resources, strengthen the development and management of offshore oil and gas and mineral resources, and focus on strengthening the management of offshore exploration and mining rights; and standardizing the development of marine mineral resources according to law. Strictly control the mining and scale of beach sand mines, severely investigate and punish various types of illegal mining activities, and resolutely stop illegal mining. Prepare marine geological exploration plans, implement marine geological protection projects, and continue the investigation and evaluation of natural gas hydrates.
This outline is the first overall planning of the oceans since the founding of the People's Republic of China.
