Interim Measures for the Safety Management of Non-coal Mine Outsourcing Projects
Chapter I General Provisions
Article 1 In order to strengthen the safety management and supervision of non-coal mine outsourcing projects, clarify the responsibility for production safety, and prevent and reduce production safety accidents (hereinafter referred to as accidents), in accordance with the "Safety Production Law of the People's Republic of China" and the "Mineral Safety Law of the People's Republic of China" And these other relevant laws and administrative regulations, the formulation of these measures.

These measures are not applicable to the construction and installation of non-coal mine housing and its ancillary facilities, as well as the safety management and supervision of outsourced works for ground transportation construction outside the open pit mining area.
Article 3 The safe production of non-coal mine outsourcing projects (hereinafter referred to as outsourcing projects) shall be the responsibility of the contracting unit and the contractor shall be responsible for the safe production of the construction site.
Where there are multiple contracting units in the outsourcing project, the contracting unit shall implement unified coordination and management of the safety production work of multiple contracting units.
Article 4 The surveying units, design units, supervision units, technical service agencies and other relevant units undertaking the outsourcing project shall perform their respective safety production duties and undertake corresponding safety in accordance with laws, regulations, rules, national standards and industry standards. Production responsibility.
Article 5 Non-coal mine enterprises shall establish incentive and restraint mechanisms for safe production of outsourcing projects, and improve the safety production management level of non-coal mine outsourcing projects.
