·Beijing Municipal Environmental Protection Bureau penalizes petrol cleansing gas stations

On January 9, the reporter followed the law enforcement officers of the municipal environmental protection department to the Beijing Shoushiyuan gas station in Haidian District, and delivered a notice of administrative punishment hearing to the unit, and made a request for rectification on the spot. In October 2014, Beijing environmental law enforcement officers conducted a sampling test on the gasoline cleanliness of the gas station, and the test results showed that it did not meet the “Control Standard for Harmful Substances in Motor Vehicles (Fourth and Fifth Phases)” (GWKB1.1-2011) The national phase V deposits specified in the regulations are not higher than the limit of 3 mg/300 ml.
In order to ensure that the quality and cleanliness of commercially available oil products meet the requirements of current standards, and improve vehicle emissions from the source, the Beijing Municipal Environmental Protection Department began to conduct pilot inspections of gasoline cleanliness in Beijing in September 2014. The results of the spot check showed that the quality of oil products and the addition of detergents in Beijing were generally good, but there were still a few gas stations or oil storage inventories that were shoddy and less.
In response to the problem of excessive cleanliness of gasoline found, the Beijing Municipal Environmental Protection Department has put forward requirements for petrochemical enterprises in the city. First, petrochemical enterprises should take the lead in undertaking emission reduction obligations, and practice the Beijing Municipal Air Pollution Prevention and Control Regulations (hereinafter referred to as the “Atmospheric Regulations”). Second, the responsibility is clear, the designated person is responsible for supervising the review of the addition of detergent; the third is to purchase the products in the environmental protection catalogue, and add the detergent in strict proportion.
It is understood that gasoline will form deposits after combustion, which will affect engine performance and increase engine exhaust emissions. Adding detergent to the vehicle fuel can remove carbon deposits in the engine, thereby reducing the concentration of pollutants such as carbon monoxide (CO) and hydrocarbons (HC) in vehicle exhaust emissions. Carbon monoxide (CO) and hydrocarbons (HC) are precursors of fine particulate matter (PM2.5), which can effectively reduce fine particulate matter (PM2.5) in the air by reducing their emission concentration, thereby reducing environmental pollution. At present, detergents are required in gasoline from developed countries and regions such as the United States, Japan, and Europe. It is also one of the universally effective means of controlling motor vehicle pollution in the world.
The "Atmospheric Regulations" implemented on March 1, 2014 requires that the fuel for vehicle sales in Beijing should meet the standards set by the State and this Municipality, and add vehicle detergents in accordance with regulations. Otherwise, the environmental protection administrative department shall order the correction of the illegal act within a time limit and impose a fine of not less than 10,000 yuan but not more than 100,000 yuan. If the circumstances are serious, the municipal competent commercial administrative department shall revoke its operating qualifications.
In the next step, the Beijing Municipal Environmental Protection Department will continue to increase the inspection of gasoline cleanliness and sampling and law enforcement inspections, and impose severe penalties and exposures on enterprises exceeding the standard.
