As energy efficiency and emission reduction become central themes in the automotive industry, the topic of remanufacturing auto parts has gained increasing attention. Recently, it was reported that new regulations are being developed to manage the remanufacturing of automotive components, signaling a major step forward for this sector.
On January 28th, the reporter met with Yan Yiping, deputy director of the Expert Committee at the China Association of Automobile Manufacturers and a senior economist. He is also a leading researcher in the development of the auto parts remanufacturing industry.
According to Yan, after nearly a year of research and fieldwork, the research group has made significant progress. In the coming months, details about pilot programs, selected companies, and management guidelines will be officially released.
The Chinese government has been actively supporting remanufacturing initiatives. Since 2005, the State Council has issued several key documents emphasizing the need to support the remanufacturing of used machinery and electronic products. Green remanufacturing technology was identified as a priority for government investment.
In 2007, the National Development and Reform Commission commissioned the China Association of Automobile Manufacturers to lead research on the development of the auto parts remanufacturing industry. A dedicated research group was formed soon after, and various ministries have since joined forces to create a pilot working group.
Under the guidance of the leading group, experts from government agencies, automakers, and research institutions have established a task force to oversee the pilot projects. Former Minister of Machinery Industry, He Guangyuan, serves as a consultant.
Yan Yiping confirmed that the expert group's work is progressing well, with most research completed. The next steps include finalizing four key outcomes: a comprehensive report on the industry, a pilot program, selection of pilot companies, and the drafting of regulatory measures.
The report "Research on the Development of Auto Parts Remanufacturing Industry" is a cornerstone of the project. It includes analysis of domestic and international practices, product scope definitions, company qualification standards, and policy recommendations. The draft is expected to be published after the Spring Festival.
When it comes to selecting pilot companies, the National Development and Reform Commission has set strict criteria. For example, whole vehicle manufacturers must meet three conditions, while component companies must satisfy five. These include having a large production scale, strong market presence, and advanced technology.
Currently, 45 candidate companies across 13 provinces have been identified, including major players like FAW, Dongfeng, SAIC, Yuchai, and Chery.
Finally, the upcoming "Administrative Measures for the Pilot Work of Remanufacturing Auto Components" will outline the principles for selecting companies, the scope of products, circulation processes, and regulatory frameworks. This marks a significant milestone in the growth of the auto parts remanufacturing industry.
