For instance, in terms of industrial clusters, the guidance encourages the implementation of leading enterprises and supporting projects that extend the industrial chain. It also promotes the expansion of coastal strategic industrial clusters like petrochemicals and the modernization of traditional advantageous clusters. In the field of high-tech and emerging industries, the guidelines urge local governments to leverage national-level high-tech industrial zones and provincial development zones to accelerate the commercialization of innovative technologies. The focus includes biopharmaceuticals, new materials, and renewable energy sectors.
