Provincial High-tech Zone Assessment Team Appraises the Work in Shiyan Hi-tech Zone

Reporter: Yan Xiangyan reports: Yesterday, a provincial high-tech zone evaluation team led by Feng Guojian, deputy director of the Provincial Department of Science and Technology, visited our city to assess the development of the Shiyan Hi-Tech Zone. Zhao Bin, secretary of the Municipal Party Committee, attended the evaluation meeting and delivered a speech. City leaders Gao Qin and Yan Bingzhou also participated in the event. Following on-site visits to several enterprises within the Shiyan Hi-Tech Zone, the evaluation team listened to a detailed report on the zone's development at the Yanliang Hotel. Established in December 1998, the Shiyan Hi-Tech Zone is a provincial-level industrial development area that has experienced significant progress over the past two years. Under the guidance of the Provincial Department of Science and Technology, the Municipal Party Committee, and the municipal government, the zone has focused on investment promotion, major project construction, and enhancing the quality and efficiency of economic operations. It has actively supported enterprises in upgrading their technological capabilities, optimizing industrial structures, and making breakthroughs in attracting investment. As a result, the zone has seen rapid development, with growing fiscal revenue, increased fixed asset investment, and improved economic performance. Its role as a driver for the city’s overall economic growth has become more evident. In 2005, the zone successfully introduced 17 projects with a total investment exceeding 20 million yuan. Currently, the Hi-Tech Zone is home to numerous private enterprises, such as 1978, Pioneer Mould Company, and Tianyun Electronic Appliance Factory. These companies have achieved annual sales revenues exceeding 10 million yuan, with both production and sales increasing by over 30% compared to the same period last year, becoming key players in the high-tech industry. Through site inspections and discussions, the provincial evaluation team praised the efforts of the Shiyan Hi-Tech Zone and provided valuable recommendations. They emphasized the strong support from the municipal Party Committee and government, noting that top leaders frequently conduct on-site investigations and research to guide development. The team also commended the focus on entrepreneurship services and industrial characteristics, the optimization of the business environment, and the establishment of innovation bases and incubators that provide comprehensive support to enterprises. They highlighted the effective combination of investment promotion and industrial clusters, which has helped form a distinctive and large-scale industrial group. Additionally, they noted the improvement of service systems and market environments, which have contributed to the zone’s growing influence on the city’s economy. The evaluation team recommended further implementation of Hubei Province’s policies for high-tech zones, improving management mechanisms, granting the zone more economic autonomy, and accelerating infrastructure development to create a better environment for sustainable growth. Zhao Bin welcomed the evaluation team and expressed his appreciation for their fair and scientific assessment. He stated that this evaluation would serve as a starting point for further improvements in the Hi-Tech Zone. He highlighted three key platforms established in recent years: first, a platform for national auto parts manufacturing; second, a hub for high-tech enterprises; and third, a circulation center for auto parts with national recognition. He added that the city is currently applying for national high-tech zone status and will use this opportunity to accelerate development, address challenges on-site, and implement supportive policies to ensure a favorable environment for continued growth.
