Zhang Wen stated that Futian, and in particular the Futian Free Trade Zone, must also become an important organic part of Qianhai’s large platform and become an extension of Qianhai’s concept and policy. It is necessary to explore the establishment of a Shenzhen-Hong Kong logistics and consumption center and strive for relevant policies in the free trade area and Qianhai. The formation of "the core front sea" led to the pattern of "small Qianhai."

In Futian District this year, the Free Trade Zone and the Hetao Area were taken as important development spaces, and the research on the transformation and upgrading project of the Futian Free Trade Zone and the industrial development planning of the Shenzhen-Hong Kong Cooperative Hetao Area were completed. The Shenzhen CBD will also expand eastward and southward through urban renewal. Futian District will play its role as a market player, strengthen guidance, guidance and policy support, and create three private cultural and industrial parks in Shenzhen Futian Free Trade Zone, “Shenzhen International Cultural Industry Park” and “China-Finland Design Park”. The operation of the park and the arrival of the company are very smooth. For example, the Creative Bonded Park has settled in 18 cultural enterprises with an occupancy rate of 100%. The new Internet finance industrial park also started in the Futian Free Trade Zone.

The reform must break through the solidified thinking. Qianhai is not the platform of the Qianhai Administration Bureau, but is the grand platform for the entire Shenzhen reform, and it is also a large platform for reform of Futian. Qianhai as a reform platform is not limited to 15 square kilometers, but radiates to Shenzhen, including Futian.
