Therefore, there is a view that the Shanghai Free Trade Zone has a “high threshold†for parallel imported car dealers. Luo Lei, deputy secretary-general of the China Automobile Dealers Association, said in an interview with Zhongxin.com: Improving the entry barrier for parallel imported cars can allow more powerful enterprises to carry out sales services for parallel imported cars, so that consumers' rights and interests can be guaranteed.

This incident has caused a lot of sensation in the industry. For consumers, this means that they can buy imported cars at a cheaper price. It is understood that parallel imported cars bypass the main distributors, regional distributors, 4S stores and other links, traders can directly import from overseas to the Chinese market, the price of the same model is 10% cheaper than 4S shop to 25%. In addition to the price advantage, after the new overseas car is listed, it may not be listed in China because of some automobile manufacturers' strategic planning and domestic certification. However, parallel imported cars have advantages in this respect. After the dealers are free to purchase overseas, they are shipped to domestic sales, saving a large part of the waiting time for new cars. According to the statistics of the China Automobile Dealers Association, in 2013, the number of parallel imported cars entering China was about 83,000, accounting for 8% of the total domestic imported cars.
However, it is not easy to obtain the sales qualification of parallel imported cars in the Shanghai Free Trade Zone. According to the notice issued by the Shanghai Municipal Commission of Commerce, only the “selling in the automobile sales business for more than 5 years, the business performance in the last three years has been continuously profitable, the last fiscal year. It is worth noting that parallel imported cars, formerly known as “water trucksâ€, often face problems such as dealers not providing after-sales service and insurance. In order to eliminate this phenomenon, the Shanghai Free Trade Zone sets the standard for parallel importers to be basically equivalent to imported car dealers. However, in the view of some car dealers, these terms have pushed up the dealer's operational risks and will increase the operating costs of the company. Therefore, many dealer groups currently have a wait-and-see attitude for the application for parallel imported cars.
Shanghai Free Trade Zone's parallel importer, Shanghai Hemei Auto Sales & Service Co., Ltd., said in an interview with Zhongxin.com that due to the high threshold of the free trade zone, only two parallel import car dealers have started to operate and have begun to accept bookings. The store also sells parallel imported cars from brands such as Mercedes-Benz, BMW and Maserati. According to the staff, BMW X5 and Mercedes-Benz ML can cost about 100,000 yuan less than the same model sold by domestic 4S stores. Mercedes-Benz GL is more than 200,000 yuan cheaper than 4S stores. The staff also said that the number of consumers who asked about the price of the model in the past few days was endless.
Regarding the entry barrier for parallel imported cars in the Shanghai Free Trade Zone, Luo Lei, deputy secretary-general of the China Automobile Dealers Association, said in an interview with Zhongxin.com: Improving the entry barriers for parallel imported cars can allow more powerful enterprises to conduct parallel imports. Regarding whether parallel imported cars have an impact on 4S store business, Luo Lei explained that it seems that the models of parallel imported cars are all niche models. Since these models have a small sales share in 4S stores, they will not cause impact. Luo Lei also pointed out that the parallel imported cars in the Shanghai Free Trade Zone are currently in the experimental stage, and many problems remain to be resolved. This model will be pushed to the whole country in the future.
